MIRLA is an independent rule-of-law and accountability institute focused on the conduct of police, prisons, detention authorities and other public actors in Mauritius.

Authority is not weakened by scrutiny. It is legitimised by it.

Our mission

We document credible allegations, preserve and examine evidence, identify systemic failures and press for lawful, transparent and effective accountability. Our work is grounded in due process: neither office nor accusation stands above evidence.

What we confront

MIRLA addresses the points where closed institutions and vulnerable people meet.

  • Police misconduct and abuse of authority
  • Prison violence, neglect and degrading treatment
  • Prolonged pre-trial and remand detention
  • Corruption and improper influence
  • Deaths in custody and failures of investigation
  • Alleged torture or cruel, inhuman or degrading treatment

What we do not do

We do not prejudge guilt, replace courts, or turn allegations into verdicts. We defend lawful process, evidence-based findings and the equal application of standards. We do not defend crime. We defend the rule of law.
